An NCOER is an evaluation of the entire rating period. If a Soldier failed an APFT during the rating period at any time he/she has failed to meet a standard. Okay, if the Soldier has improved during a rating period to finally pass, yes he/she has improved. However, the Soldier improved because the Soldier "Needed Improvement". It was filed locally in my temporary file. I left that Brigade and the new Sergeant Major forced my rater to put that I received a GOMAR and gave me a needs improvement on my NCOER. The GOMAR will go away in 3 years. Is that legal for it to be put on my NCOER? Can I appeal that NCOER? Do I need a lawyer to appeal this? It should reflect your MTOE position, and have PSG as additional duties. The most important thing in the NCOER is not the position but the performance of the duties.
